Хватит понты колотить. Посмотрите на даты по ссылкам. Еще ничего не принято и в этом году принято не будет. Последнее рассмотрение правок ПДД было в середине июля и эти изменения не приняли. В ближайшее время изменения к ПДД не планируют рассматривать.
